How to create cutomized rule set.

We have 4 address fields in sources. Each filed may contain city, state,country,postcode in any order. We have to combine all these fields and match the data against the rules sets for country,city,state and postcode and if match is found, we have to lael the data.
ex: source data "Hyderabad India AP 500060" then my output should be "US_CITY US_Country US_State US_ZZIp"
Once the pattern is derived, we have to match the pattern against one more rule set which would hold all such combination of patterns which were derived after profiling data.

Please help me on creating new rule sets and then pelace the matches from rule set with user provided data.

Take a look at the USPREP rule set, and adapt a copy of it to your needs.
