Is there a way to encrypt/hide custom rule sets in Designer? (For prevent copy)
But all jobs that use this rule set can still executable.

Pretty sure you can't encrypt or hide them, but you should be to make them read-only, like the pre-packaged ones.
That said, you could still go to where they are copied to the client and manually copy the files.

Making them read only will not prevent a copy.

As Stuart mentions, you could import/create a job, provision-all on the rule set, and then compile the job, and then delete the rule set. However, the rule set (because of the provisioning) still exists in the Quality directory of the Project directory on the engine tier. There is no way I know of to encrypt it or hide it there (other than operating system permissions).

In short, somebody that knows QualityStage could 'borrow' your rule. If you are looking to protect your intellectual property, I think you will need to look at non-technical ways...
