What is your NLS character map setting?
If this allows accented characters in data but not in email subject, then you need to report a bug through your support provider for the EnvoiHTML routine (which is not, as far as I can determine, part of standard DataStage).

Well... not exactly my forte but according to the wiki page that code page does not have "complete support" for French. You might want to try switching to one of the others listed that do. If that doesn't help, I'd be curious what your custom routine is actually using to send the email... is it still sendmail?
