unable to edit default rule set

the dev team complained that they are unable to logon to standardization rules designer , so did some research and found i have to create the tables in the srduser schema , after creating(tables on XMETA db) although i was able to logon to the standardization rules designer , I am getting below error every time i try to open or edit the default rule sets.Our repository is a separate db2 database.

Any ideas why this error , i am able to create and edit new rule sets!.

error:
A revision was not created for the rule set.
