Metadata management for projects and for Globals Project

Should the Globals project capabilities be implemented... Allow for the moving of the storage of all project metadata to be consolidated into the Globals project.

This will happen automatically (behind the scenes) and the end user using a local project will be exposed to all Metadata defined and stored in the Globals project. In addition, the adding of Metadata will still be done the same way locally (in the local project), it will just be stored centrally in the Globals project.
