Missing Resource Bundle

We have recently moved from our development server to production server, both windows server 2003, we had to perform a installation of DS and QS onto the new production server, DS is working ok but we had some problems with the QS installation, the policy here is to not use the C: drive and the full QS install has been put onto a Y: drive, we have resolved an initial missing mngr file, and have now added an INTBIN system variable pointing to the Y drive QS installation directory. When we now fire up the two command line calls for ipe_srv.exe and qsrtmngr.exe we get the following messages.

1. Warning : no resource data found in ...(directory where installation was performed)
2. FATAL : license config file reading error
3. Error : vexit status=1

I presume the messages are all related, I've re-done the installation twice and compared the installed content against the development server to see if there is anything missing, but as yet cannot find any differences/discrepancies.

Any suggestions would be a real help.
