Well... if you haven't done so, I would hope you've also opened a support case with your official support provider. That's going to be your best way to find out what the "official" answer to your issue is. Perhaps in the meantime, someone like Ray or Ernie will come along and be able to help. Have you checked to see if updated drivers are available from IBM?

Your issue is the "branded" part of the "branded_odbc" path you posted. The drivers have been modified to only work with DataStage and vice-versa. And it also appears that the branding also means they don't work outside of DataStage. :?
