Try to set the parameter in database instance as well;

export NLS_LANG=AMERICAN_AMERICA.WE8ISO8859P1

I cannot run the above command since I do not have access to the server console. I just have access to the database through my client (SQL Developer) and pathetically enough the login I'm attributed cannot even view the list of tables in the left hand tree view.

Ask your server admin to do it for you
