WSVR0652W: size of thread pool "WebContainer" reac

Has anyone run across this before? I've come up empty searching, so we will likely open a Support case. SystemOut.log warnings we are seeing about 1-2 times a week:
[5/7/18 16:21:13:894 EDT] 00006561 ThreadPool I WSVR0652W: The size of thread pool "WebContainer" has reached 100 percent of its maximum.
These match up with slow response time reported by some of our ISD application (web service) users, but we see nothing unusual in the web service logs themselves, and we do not see any extra server activity.
We do have regular DataStage jobs (sequence jobs and single-node parallel jobs) running on the same server at the same time, but it's the same set of jobs that have been running for years. Since I wasn't certain about the cause of the warnings, I posted this in the General forum.
