Standardization rulesets for countries

I am trying to standardize Address column(see below Example) for 100 foreign countries. Do I need to specify the standardization rule for each and every country from my source system in standardize stage ?. If I do that I will be having 100 standardization rules in one standardization stage(s).

Is it possible to handle all the countries addresses dynamically ? without specifing Stadardization rules for all the countries ? becuase

Example: parsing the address (VILLA HILLS KY 41017-3656)

output - City,state, zip,zip+4

You can process all countries using Multinational Name Set (MNS) or Worldwide Address Verification (WAVES). Read about these in the manual. in version 8.x you use the AVI stage for address verification.

There is an additional charge for WAVES.
