I need to be able to use custom attributes with Governance Rules and Policies.

The feature is available in version 11.3.1.2 with Rollup Patch RU20, and was likely introduced in an earlier IGC rollup.

Look under IGC Administration Home, Custom Attributes For Glossary Assets, New, choose which of the 4 glossary asset types under Applies to Assets.
