I ran into a similar problem today. With help from IBM support, we were able to solve the problem. The cause is in the ../IBM/InformationServer/Server/PXEngine/lib directory. Added TZ setting to dsenv - Issue Resolved
I added these two lines into dsenv and the time shift issue has been resolved.

Work Around Solution Found
I have found the work arround solution on this issue:
>SELECT COUNT('*') FROM AcctFdrHash;
COUNT ( "*" )
16599
1 records listed.
Putting single quotes around the * appears to do the trick.

dsenv caused system time to be shifted
After installing InfoSphere 8.5 on AIX, I noticed the system time was shifted by 6 hours. UVTEMP is probably not pointing to the project directory. Look for UVTEMP in the $DSHOME/uvconfig file. I don't really see why dsadmin would not be able to import any jobs.
