Does anyone know what role(s) to grant a user so they can only run rules?

We want to promote our rules/rulesets to Prod. In Prod, we would like to let IA developers run rules but not allow them to create, edit or delete them.

We are experiencing performance issues because of column analysis jobs that run for hours, some simultaneously. We want to introduce CA sampling to our IA developers. We already have an IBM Guidelines for Sampling Large Files pdf (sorry can't find a link for it) and someone's previous recommendation...

From our tests, granting/not granting the Drill Down User role and turning Enable Drill Down Security box on or off do not seem to make a difference. The user is always able to drill down. So we're at a loss as to what these settings do.

Apparently, an ETL process moves DQ results from IADB to a dashboard. The ETL is a black box, barely documented, and we are told that it only looks at and expects rule sets. All developers just have to abide by the requirement to put all rules into rule sets.

Follow up questions:

What is your SLA on IADB backup?

What is your Return to Service (RTS), i.e., in case of a disaster, how soon should IA be back in operation?

What is your backup frequency? In other words, how old would restored data be upon recovery?

In my new role, I am advising on best practices and discovered that the organization has a policy of developing only rule sets. Even a single rule is put in a rule set and they run the rule set.
